The DFSA Committee

The Law, Finance, Science and Business Committee provides a platform for the business community to share best practices and discuss current issues in the tax, legislative and financial systems of Azerbaijan. The Committee works with relevant government agencies to obtain accurate information about changes in taxation, law and finance, and to further improve the business environment through public-private dialogue. To fulfill its mission, the Committee organizes briefings, meetings and seminars.

All Committee activities are open to the public.

It is composed of the following persons:

  • Mr. Elmar YUSIFLI, administrator responsible for scientific affairs
  • Mr. Jean LEMARIE, administrator in charge of financial affairs and treasury
  • Mrs Ayten MIRZOYEVA, administrator in charge of commercial, artisanal and industrial affairs
  • Mr. Edmond VERDIER, administrator in charge of the affairs related to the renewable energy that he will combine with his functions of President of the association
  • Mr Sylvie DJURIC, responsible for legal affairs

Business community

Azerbaijan’s business community is buzzing with imagination and passion of people who want to leave their mark under the sun! There are thousands of entrepreneurs who want to share their experiences in the next few days.

There is no shortage of ideas and tools to help companies take the next steps, whether it’s implementing their idea, managing growth, acquiring or merging companies, etc. Despite the diversity of firms and their different levels of development, the problems, recurring issues, approaches and relevant issues that need to be mastered to survive revolve around the same topics.

Pillars of growth for the business community

  • Integrate innovation into a company’s DNA and know how to formulate implementation
  • Reinforce a collaborative approach and the need to create diverse connections.
  • Identify the opportunities presented by cloud technology, artificial intelligence and Big Data.
  • Cultivate enjoyment, job happiness, and the right to make mistakes
  • Funding is certainly important and needs to be understood and thought through to drive growth, but it is not a requirement for everyone.

Conditions of entry into Azerbaijan for foreign nationals

Entry into Azerbaijan is currently restricted. In fact, since September 6, 2021, French citizens and foreigners residing in France are allowed to enter Azerbaijan by air, provided they are vaccinated. Vaccination certificates issued by EU member states are recognized and can be used in Azerbaijan. Thus, the French health pass is accepted without the need to convert to the Azerbaijani system.

A “covid-19 passport” and a negative PCR test less than 72 hours old are required to enter Azerbaijan (antigenic tests and self-tests are not recognized by Azerbaijani authorities). However, only a PCR test is required for underage passengers.

CCI France Azerbaijan reminds that French citizens and foreigners residing in France and vaccinated are allowed to enter Azerbaijan only by air. Land borders remain closed to all, regardless of whether they are vaccinated or not.

Electronic visa applications for French citizens can be submitted online at the official Azerbaijani ASAN VIZA website: https://evisa.gov.az/fr/.

For your information, in Azerbaijan the obligation to present a covid-19 health passport for entry into closed public places (restaurants, shopping centers, etc.) came into force on September 1, 2021. It consists of presenting a certificate of vaccination (only two doses) or positive serology for less than 6 months (certificate of immunity). It should be noted that strict controls have been introduced (covid-19 passport and ID check).

 

In order to create a dynamics for development of relations between France and Azerbaijan, this year Chamber of Commerce and Industry intends to organize a number of events aimed at promoting the economic influence and attractiveness of both territories.

Thanks to the large premises provided by the Azerbaijan Cultural Centre for its activities, seminars, as well as group master classes in various fields (legal, cultural, business development, business creation, etc…) will be at the center of our priorities.

Our year-long program is designed to strengthen today’s economy and plan for tomorrow’s.

June 2022: CCI General Assembly

A General Assembly will be held in the presence of the President and all Board members, as well as members, to welcome all new members and prepare for future activities.

This meeting will also be an opportunity to review the finances of the CCI and determine how to fund the activities planned in the roadmap.

Several decisions will be discussed during this meeting, including

  • The 2022-2023 Annual Cost Estimate Plan.
  • The 2021-2022 Annual Activity Report.

July 2022: Online Startup Coaching for Exports Workshop:

This workshop will focus on raising awareness and supporting startups to make exporting a meaningful development strategy.

The goal is to acquire the basics of international culture, define and formalize an export strategy, create a business plan and a real strategy to intervene in this type of transaction.

September: Organizing a meeting with some representatives of French influence in Azerbaijan at the economic level

CCI organizes a business meeting with economic scene personalities in France and Azerbaijan.

The aim is to discuss various cooperation opportunities and projects aimed at strengthening the activities of CCI enterprises.

October 2022: Master Class – Mergers and Acquisitions

In culturally different contexts the success of such a project depends to a large extent on the relevance of the initial goal setting, the legal and fiscal conditions, the identified synergies and the success of the integration process.

On the agenda for this 2-hour, 30-minute master class organized by CCI:

  • Discovering the country’s opportunities and identifying the right goal.
  • Know the main steps of the external growth process and understand its implications
  • Interpret cross-cultural differences and measure their impact
  • Learn the tools and techniques to apply in the context of company acquisition
  • Learn how to build a team of experts to ensure project success.

December 2022: France-Azerbaijan e-meetings

Individual BtoB meetings between French and Azerbaijani brands to share feedback and success stories

E-conferences, seminars and thematic roundtables throughout the day led by economic experts

January 2023: Information Meeting

The Association will hold an informational meeting on the 2023 Strategic Plan. The event will be for association members only

March 2023: Organizing a stand at the MIPIM 2023 international real estate exhibition

CCI will be present at the next MIPIM exhibition. A booth will also be organized for this 2023 edition.

It will be an opportunity for CCI to present the different cities of Azerbaijan, the measures taken and the attractive activities of the real estate sector to make them more attractive to investors.

April 2023: Seminar: Business Opportunities in Azerbaijan

This seminar on business opportunities in Azerbaijan and trade between the two countries will be organized and open to ICC members and other interested parties.

The main focus of the event is the advantages Azerbaijan offers in terms of ease of investment for foreigners and especially for people living in France.
